Publication and Peer Review Process

The International Journal of Intelligent Communication and Computer Science (IJICCS) follows a structured peer-review and editorial process to ensure the quality, originality, technical soundness, and academic relevance of published research. All submitted manuscripts are subject to editorial assessment and peer review before a final publication decision is made.

1. Manuscript Submission

Authors submit their original manuscripts to IJICCS according to the journal's submission guidelines. Manuscripts should be prepared using the prescribed journal format and should contain original research that has not been published or submitted simultaneously to another journal.

2. Initial Editorial Screening

Each submitted manuscript undergoes an initial editorial screening to assess its relevance to the journal's scope, basic technical quality, originality, presentation, and compliance with the submission requirements. Manuscripts that do not satisfy the basic requirements may be returned to the authors or rejected at this stage.

3. Assessment by the Editor-in-Chief

After initial screening, the manuscript is assessed by the Editor-in-Chief. The Editor-in-Chief determines whether the manuscript is suitable for peer review and assigns the manuscript to an appropriate editor based on the subject area and technical expertise.

4. Assignment of Editor and Reviewers

The assigned editor evaluates the manuscript and identifies suitable independent reviewers with relevant expertise. IJICCS normally seeks reports from a minimum of three independent reviewers for each manuscript proceeding to full peer review.

5. First-Round Peer Review

Reviewers evaluate the manuscript for originality, technical quality, methodology, clarity, significance of the contribution, references, results, discussion, and overall suitability for publication.

Reviewers provide detailed comments and a recommendation such as acceptance, revision, or rejection. The editor considers the reviewer reports together with the scientific quality of the manuscript before making the initial editorial decision.

6. Reviewer Recommendation Requirement

IJICCS normally requires evaluation by at least three reviewers. A manuscript will normally proceed toward acceptance when at least two of the three initial reviewers provide a positive recommendation, such as Acceptance or Revision. A single negative recommendation does not automatically result in rejection. The Editor-in-Chief and the assigned editor consider the reviewers' detailed comments, the seriousness of the concerns, and the overall scientific quality of the manuscript before reaching a decision.

7. Additional Reviewer

An additional reviewer may be invited when reviewer recommendations are conflicting, when a review is incomplete or insufficiently detailed, when specialist technical expertise is required, or when the editor considers an additional independent assessment necessary. The additional review may also be requested after substantial revision when further technical evaluation is required.

8. Editorial Decision

Following peer review, the assigned editor and Editor-in-Chief evaluate the manuscript and reviewer reports. The possible editorial decisions include:

Accept

The manuscript is considered suitable for publication without substantial further revision.

Minor Revision

The manuscript requires limited corrections or improvements before final acceptance.

Major Revision

Significant revisions are required. The revised manuscript may be returned to reviewers for further evaluation.

Reject and Resubmit

The manuscript requires substantial changes and may be considered as a new submission after major improvement, subject to the journal's editorial assessment.

Reject

The manuscript is not considered suitable for publication in IJICCS.

9. Revision Process

When revisions are requested, authors should submit a revised manuscript together with a clear response to the reviewers' comments. Authors are expected to address each significant reviewer comment and clearly indicate the changes made in the revised manuscript.

10. Second-Round Review

Revised manuscripts may be evaluated by the assigned editor and, where necessary, returned to the original reviewers or additional reviewers. The purpose of the second-round evaluation is to verify whether the major concerns raised during the first review have been adequately addressed.

11. Final Decision by the Editor-in-Chief

The final decision regarding acceptance and publication is made by the Editor-in-Chief after consideration of the editorial assessment, reviewer recommendations, author responses, and revised manuscript.

12. Peer Review and Publication Timeline

First-Round Peer Review: Approximately 8–12 weeks from manuscript submission. This period includes initial editorial screening, editor assignment, reviewer selection, peer review, and the first editorial decision.
Revision to Acceptance: Approximately 2–4 weeks, depending on the extent of revision required, the authors' response time, and the time required for editorial or additional reviewer evaluation.
Acceptance to Publication: Approximately 1 week after final acceptance, subject to completion of final formatting, proofreading, author approval, and publication processing.

The above timelines are indicative and may vary depending on reviewer availability, manuscript complexity, revision requirements, additional review, and the volume of submissions. The final publication decision remains with the Editor-in-Chief.

13. Conflict of Interest

Editors and reviewers should disclose any potential conflict of interest that could affect the objective assessment of a manuscript. Individuals with a significant conflict of interest should not participate in the review or editorial decision for that manuscript.

14. Reviewer Confidentiality

Reviewers are expected to maintain the confidentiality of manuscripts and review materials. Manuscripts and unpublished information received during the review process should not be shared or used for personal or professional advantage.

15. Reviewer Conduct

Reviewers should provide objective, constructive, and technically relevant comments. Reviews should focus on the scientific and academic quality of the manuscript and should be free from personal criticism.

16. Editorial Independence

Editorial decisions are based on the scientific quality, originality, relevance, and suitability of the manuscript. Editorial decisions should not be influenced by commercial, personal, institutional, or other inappropriate considerations.

17. Publication Ethics

IJICCS expects authors, editors, and reviewers to follow accepted standards of publication ethics. Issues such as plagiarism, duplicate publication, fabrication, falsification, authorship disputes, and undisclosed conflicts of interest may result in appropriate editorial action.

18. Open Access and Licensing

Beginning with Volume 4, all articles published in the International Journal of Intelligent Communication and Computer Science (IJICCS) are licensed under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) license.

This license permits users to share and adapt the published work for non-commercial purposes, provided appropriate credit is given to the original authors and the source.

Authors retain copyright in accordance with the journal's licensing policy, while the published article is made available under the CC BY-NC 4.0 license.

19. Final Publication

After final acceptance, the manuscript proceeds to publication processing. The article undergoes final formatting and proofreading before publication. The normal target period from final acceptance to publication is approximately one week, subject to completion of the required publication formalities.
